It's my sincere hope it will make things clearer and therefore easier for everybody concerned, ... It tells you as a public official that if you do certain things you shouldn't get in trouble. And it tells the media that if they're doing those things then you shouldn't take them to court.

They get real angry when they find out the decision was made in secret. This law will clarify for members of the public and public officials what business must be conducted in the open.
