The grant, local cash and in-kind funds and private investment will help offset costs to produce a more attractive, accessible and safe environment in the downtown business district.] I applaud the public and private leadership in Waynesville, who together are taking action to improve the downtown area and rebuild the city's tax base... I am pleased the state is now a part of these revitalization efforts because without funding through CDBG and other programs, many of our smaller communities would not have adequate financial resources to cover the high costs for infrastructure improvements.
