It's clear that there were some serious attempts by others to get this addressed months ago, and the response of the federation forced my hand when they claimed they did not have any first-hand information, and that while they admitted there were ongoing, recurrent problems, they did not feel they needed to take action. The timing is unfortunate. But they had every opportunity to deal with this years ago.
